Streamline DNA and Crime Scene Consultants, LLC (SDCSC), is a dual partnership between Tami Ballard Newquist and her husband, Ron Newquist. With over 50 years of combined law enforcement and crime laboratory experience, SDCSC provides expert opinions and advice to the legal community concerning forensic DNA evidence and crime scene investigations. Together, we have investigated thousands of violent crimes, including homicides, kidnappings, robberies, sexual assaults, and domestic terrorism. Our expertise in investigations encompasses bloodspatter interpretation, cartridge case DNA analysis, cold case analysis, shooting trajectories, fire deaths, gang-motivated murders, Innocence Project cases, John DOE cases, dismemberment, torture, degraded DNA analysis of dissolved human remains, and officer involved shootings.
Experience Matters! Tami began her career in science as a Staff Research Associate in a population genetics laboratory at the Scripps Institute of Oceanography (SIO). After four and half years at SIO, Tami transitioned from fish to humans and began her tenure at the San Diego Police Department Crime Laboratory. Tami spent 21 years as a DNA Criminalist in the San Diego Police Department Crime Laboratory, 8 years as a Field Evidence Technician (FET) Coordinator and Trainer, and 14 years as a Crime Scene Reconstructionist. Ron spent 29 years with the San Diego Police Department, including 15 years as a detective in the Homicide Unit, 3 years on the FBI Joint Terrorism Task Force and 2 years in the Street Gang Unit.
As a team, we bring years of case investigation and courtroom testimony to the table. Though we have been a part of some amazing cases, our motto continues to be that you can never say you have seen it all. We are currently developing our skills in advanced fire investigation and genetic genealogy and look forward to adding these disciplines to our services.
During his career, Ron has received a Life Saving Award and over 20 Commanding Officer Citations. In 2014, he received the San Diego Crime Commission Blue Knight Award for Exceptional Service and he was named the 2015 San Diego County District Attorney's Officer of the Year. Ron has been a featured presenter at the California Homicide Investigator's Conference, the California Narcotics Officer's Association, the California Latino Gang Investigators Conference, and the Utah Gang Investigators Conference.
Tami has received numerous Commanding Officer Citations and Attorney Commendations. She was recognized by the International Latino Gang Investigator's Association for her extensive work on the Los Palillos Cartel cases. Tami has a been a featured presenter at the Bode Technology and the Applied Biosystems conferences. She was an adjunct instructor for the Mira Costa College FET certification course, presenting crime scene evidence collection for DNA analysis. She received a commendation for her presentations for the New Investigations course at the San Diego Police Department academy. She has provided DNA training presentations to the San Diego County District Attorney's office, the Rapid City Police Department, and the Rapid City Sheriff's Department. She has enjoyed being a guest speaker for numerous high school and middle school law and justice classes.
